Singapore's Submarine Service - from Sweden to Germany

Singapore has worked closely with Sweden over two decades to build up a relaunched, but efficient, submarine service to meet Singapore's (presumably) short distance needs. Due to a uncharacteristically shortsighted Swedish decision in 1999 to sell its submarine builder to its German competitor this Swedish-Singaporean relationship appears to be gradually drawing to a close.

Singapore is maintaining a fleet of four operational submarines with the retirement of two of its older Challenger class submarines, RSS Challenger and RSS Centurion on March 11, 2015.

Singapore's submarine service now consists of:

RSS Conqueror (Challenger class) launched 1967, relaunched 1999 - in semi-service to 2021? 
- RSS Chieftain (Challenger class) launched 1968, relaunched 2001 - in semi-service to 2022?

- RSS Archer (Archer class
- RSS Swordsman (Archer class)

All four submarines were built by Sweden's Kockums, were formerly in the Swedish Navy and will be replaced by (eventually four) German built TKMS-HDW 218SGs. This Swedish to German change directly followed Sweden's error in selling Kockums to HDW. Kockums was returned too late
 to Swedish (Saab) control in 2014 to avert the loss of new Singaporean business to Germany (TKMS-HDW). 

It remains unclear what the two TKMS-HDW 218SGs, when handed over to Singapore in 2020-2022, will most resemble - 212s, 214s, 216s or Dolphin 2s? The 218s will probably feature fuel-cell AIP and perhaps Lithium-ion batteries permitting an endurance of eleven weeks of which four weeks might be continuously submerged. They may also have a land attack capability and eventually Seal Delivery Vehicles and Large Diameter UUVs for surveillance in the shallows.

To pack all these features in a 218 would suggest a heavier sub than the Archer class (1,400 tonnes  surfaced) perhaps as heavy as the 2,000 tonne (surfaced) Dolphin 2. As the combined price of the 218s is less than US$2 Billion perhaps they are not as radically new as my 2014 prediction of a 3,000 tonne submarine?

Australia's Future Submarine - Swedish vs German Claims

This article, Saab Story: Sweden's New Submarines, June 10, 2014, http://www.defenseindustrydaily.com/saab-story-swedens-new-submarines-024760/ appears to have been inserted by Saab and maybe the Swedish Government to understandably increase the chances that Australia's future submarine will be designed and partly built in Sweden. Japan's Soryu propulsion system is of course being considered by Australia and US input, or at least Lockheed Martin's, has for years been considered for the combat system. All may be even more complicated and multi-country than the Collins' deals 1980s-2000s. 

The article however seems to avoid the issue that if TKMS still owns Kockums (as indicated here http://www.kockums.se/en/ ) then TKMS through Kockums retains many intellectual property rights that Sweden-Saab assumes are Sweden's rights. Intellectual property like the Stirling engine may be used in Australia's future submarine. But who owns the the intellectual property rights to the Soryu's Stirling engine and separately does Germany mostly own the licensing rights to the Soryu's diesel? Sweden-Saab? Germany-TKMS-Kockums as it applies to Japan? Where do Japan's submarine builders, Mitsubishi and Kawasaki, stand?  It all needs to be clarified by German, Swedish, Japanese and Australian lawyers, businessmen and politicians. ...April 14, [2014] Saab to buy Kockums. Saab AB and ThyssenKrupp Industrial Solutions AG sign a non-binding Memorandum of Understanding concerning the sale of the Swedish shipyard ThyssenKrupp Marine Systems AB (formerly named Kockums), including its Malmo, Karlskrona, and Musko operations, to Saab AB.
“Both parties agree that during the negotiations phase, the integrity and the operating ability of ThyssenKrupp Marine Systems AB must be safeguarded. The transaction will be subject to regulatory approval. The negotiations between Saab AB and ThyssenKrupp Marine Systems AB are at an early stage and more information will follow.”
There’s a major backstory here. Sweden’s FMV effectively raided TKMS’ offices in Malmo “to take sensitive technological equipment,” but FMV says that since “…it was a transfer of defence material, belonging to FMV, all information regarding the transfer is classified as secret”. It’s generally believed that they came and took the A26 submarine’s plans, as well as a complete Stirling Air-Independent Propulsion system, which are technically owned by the Swedish state. [does Germany-TKMS agree it is legally owned by Sweden?] A country that believes time is of the essence, and doesn’t want what it perceives as a hostile corporation to have leverage from holding state materials, might be inclined to move swiftly. The very fact that this happened speaks to how badly relations between Sweden and TKMS have deteriorated. 
April 12, [2014]: Australia. The Collins Class was built around a Swedish design, and News Corp Australia says that Saab and the Swedish Government have been engaged in secret talks around a new joint submarine effort. That proposed approach may have the potential to cut through many of the dilemmas faced by Australia’s government, and Sweden’s as well....
The reported Swedish solution would buy [Australia's] ASC, and embark on a fully cooperative joint design for Sweden and Australia’s next submarines. Australia would receive a design that’s explicitly built for Australia’s needs – a necessary compromise for Sweden, whose needs are different. It’s also worth noting that the Japanese Soryu Class propulsion system which is attracting so much interest from Australia’s Navy is part Swedish. From industry’s point of view, making ASC part of Saab removes any conflict of interests with a foreign firm that acts as the project lead, creating both development jobs/skills, and production work. From the politicians’ point of view, a program that includes Sweden and Australia offers the added security of shared risk, and shared acquisitions.
Sweden is looking to re-establish an independent submarine industry (q.v. March 26/14), and their challenge will be buying enough talent, building an equivalent production workforce, and designing the new sub within Sweden’s budgets. Australia offers Sweden a development partner, and a workforce with good experience...."
PETE'S COMMENT
This whole matter still seems a political and legal mess or challenge, at least. If TKMS looks like it would lose Australia's future tender to build Australia's future submarine then TKMS will construct legal intellectual property right obstructions to make it very difficult for Saab to smoothly win the tender.

With all the controversy of Saab, TKMS (and related HDW) in the news its timely to recall Sweden's submarine export activity since the 1980s. Producing submarines for the Swedish Navy since 1914, the Swedish shipyard Kockums did not begin exporting its vessels until the 1980s, in large part due to Sweden's policy of neutrality in international conflicts. This neutrality position, in turn, has led some countries to view Sweden as an unreliable supplier. [1] Sweden's change in export behavior in the 1980s has been attributed to increasing development costs, which were amplified by its strategy of frequently introducing new classes, but only producing a few boats in each class. To retain the ability to develop new boats continuously without facing increasingly prohibitive costs, Sweden decided to export its vessels to achieve economies of scale. [2]

In 1999, Kockums was incorporated into Germany's Howaldtswerke-Deutsche Werft (HDW), [Pete's Comment - With the end of the Cold War Sweden could no longer support Kockums through Swedish defence purchases. Kockums' export activity (including the Collins) was inadequate. Hence the Swedish government permitted Kockums to be taken over by HDW in 1999. TKMS then took over HDW-Kockums in 2005.] and as of 5 January 2005 is part of ThyssenKrupp Marine Systems (TKMS). Kockums offers three submarine classes for export:
  • Gotland-class: hybrid diesel-electric/AIP patrol submarines, with an AIP system based on the Stirling engine;
  • Västergötland-class: diesel-electric patrol submarines;
  • Collins-class: diesel-electric, ocean-going, long-range patrol submarines, designed for the Australian Navy.

In 1987 Kockums was granted a contract to supply the Australian Navy with six Collins-class vessels, and formed the Australian Submarine Corporation (ASC) to construct the submarines locally. Kockums held 49% of ASC's shares, while the Australian government controlled the remainder. When Kockums became part of HDW in 1999, the German company was interested in acquiring ASC as well, and nearly reached an agreement to do so with Australian authorities. [3] However, the Australian government instead decided to acquire Kockums' shares of ASC with the intent of subsequently selling the shares as a complete package in order to maintain access to the U.S. technology used in the Collins-class submarines. [4] Subsequently, Kockums and the Australian government became embroiled in a legal battle over payment for welding repairs made to one of Australia's submarines, and intellectual property rights for future upgrades. [5] The dispute was finally settled in 2004, but the Australian government has had difficulties privatizing ASC and has yet to sell the company. [6]
Kockums attempted to market an export version of the Gotland-class to Thailand, but the deal fell through as a result of financial difficulties experienced by the Southeast Asian country. [7] The company was also a finalist for a sale to India, a deal HDW later secured. [8] More success was achieved with Singapore, which acquired a total of four modernized former Royal Swedish Navy Sjöormen-class boats (Challenger-class in Singapore) in the 1990s, and ordered two Västergötland-class vessels (Archer-class in Singapore) in November 2005. [9] The two Västergötland-class boats, which first entered service with the Royal Swedish Navy in 1986 and 1987, underwent modernization with AIP systems and conversion for tropical water operation before being delivered to Singapore. [10] The contract also includes a logistics package and training for the crews by the Swedish Navy in Karlskrona. [11] In December 2011 the first submarine, the RSS Archer (ex-HMS Hälsingland), was commissioned into Singapore's Navy. [12] The RSS Swordsman was commissioned in April 2013. [13]

Kockums also refits deployed submarines with its Stirling AIP system via a plug-in. [14] For example, it refitted a former Swedish Navy Näcken-class submarine with AIP and leased it to the Danish Navy from 2001 to 2004. [15] In July 2005, Kockums announced that it would produce Stirling engines for the Japanese Maritime Self-Defense Force (JMSDF), which decided to include AIP on all new boats. [16] While Kockums is supplying the engines, Kawasaki Heavy Industries is assembling the AIP systems. [17] The first submarine of the JMSDF equipped with Stirling engines, the Soryu (SS-501) was laid down in March 2005, launched in December 2007, and commissioned in March 2009. Four more Soryu-class boats have since been commissioned at a rate of roughly one per year. [18]

In the early 2000s, Kockums developed the Viking concept, a hybrid diesel-electric/AIP (Stirling) patrol submarine initially intended to replace aging units in the Danish, Swedish, and Norwegian navies. [19] Kockums initially cooperated on the vessels with Denmark's Odense Steel Shipyard using Danish, Norwegian and Swedish funding. However, Norway opted out of the project in 2003, while Denmark decided in June 2003 to cease funding the project in its 2005 to 2009 Defense Plan, throwing Viking's financing into question. [20] In June 2004, moreover, the Danish parliament decided to stop operating submarines altogether. [21]

Although the failure of the Viking project ended the prospect of cooperation with other Nordic countries, Kockums received a contract to design a new submarine, called the A26, for the Swedish Navy. [22] The A26 features the Stirling AIP system and will be designed with advanced stealth technologies for performing intelligence missions. [23] Kockums has yet to begin construction, but if it follows through on the order for Sweden the company could market the A26 for export as well.

Events in Crimea and Ukraine have increased concerns in Sweden about the possibility of an increased conventional military threat from Russia.

Sweden’s government is examining a proposal to boost military spending to defend its own territories and the strategic Baltic Sea area in the face of renewed Russian aggression in Ukraine. There is also a movement among high government officials to re-examine the long-running issue of joining NATO. The Swedish Cabinet will discuss, in coming weeks, a cross-party coalition proposal to significantly increase capital spending on the Navy’s submarine fleet.

…The Swedish Cabinet will examine in coming weeks a proposal by Foreign Minister Carl Bildt to expand the Navy’s submarine modernization program to cover the acquisition of five rather than two next-generation subs at an additional cost of $1.6 billion.

“We need to strengthen our military presence on Götland and our overall capability in the Baltic Sea. Two new subs is not enough. The ambition should be to have the best fighter and submarine capability for our size of any European nation,” Bildt said in a statement. “This is vital if Sweden is to create a credible defense.”

The Riksdag in June 2010 approved plans to buy two new submarines. The first of these were to have been delivered in 2018. However, the project has been delayed by several years, with the prospect that Saab, and not the Malmö-based, German-owned ThyssenKrupp Marine Systems (formerly Kockums), will get the contract.

Corporate Battle Between SAAB and TKMS Over Kockums

The current corporate confrontation between SAAB and TKMS underlines the need for Australia future submarine project (SEA 1000) to be (reasonably) technically self reliant and flexible enough to tolerate changes in the threat-strategic environment, corporate and broader international economic environment. Australia needs as much autonomy as possible in intellectual property, spare parts and test facilities.

n a letter to Lena Erixon, Director General for Defence Materiel Administration, [known as]  FMV, asking the head of the German Thyssen Krupp Marine Division, Dr. Hans Atzpodien FMV stopping Saab from recruiting key personnel from Kockums.
Thyssen Krupp wholly owns Kockums but has for years thwarted Kockums from exporting submarines because the Germans also owns the German shipyard HDW where they would rather control the business. Recently, FMV enough of the Germans' delaying tactics when it came to ordering a Swedish Kockums and instead asked Saab to do a feasibility study on Sweden's future submarines.As a result of the Saab has recently recruited top people from Kockums and also went yesterday, Tuesday, issued a press release that the company seeking employees for its shipping division.
The letter writing Atzpodien addition to the Thyssen-Krupp
§  - will support the export of the planned Swedish submarine A26
§  - is willing to negotiate a contract to sell the A26 to Sweden
§  - is willing to offer Swedish authorities influence at board level in Kockums or at least greater  transparency in company
§  - want to invest in to let Kockums produce a small submarine (up to thousand tons)
§  is willing to develop Kockums
§  - wants Kockums and HDW cooperate closer without infringing on the patents FMV own

His Atzpodien and Lena Erixon has a meeting scheduled for 18 March and it's ahead of the meeting that Atzpodien written the letter.

But the offer of influence has come before, and that the Germans want the Swedes to focus on small submarines, while the German shipyard HDW may take the major orders, are also known. According to a source, who sees the whole thing as a way to get Kockums out of the way as a competitor, there is no bigger market for small submarines. In other words, it is doubtful whether FMV soothed by letter. 
The whole thing is complicated by other agreements between Kockums and FMV, including for servicing submarines." ENDS

Joakim Wohlfeil on March 14, 2014 sent the following comment to Australia by the Indian Ocean:

"Breaking news update ;-) The Submarine war between Sweden and Germany escalates !!
SAAB has succeeded to recruit the full technical management team at Kockum, including the manager for the submarine division Per Nilsson and are now actively seeking to recruit the remaining ca. 230 engineers. (http://www.affarsvarlden.se/hem/nyheter/article3811470.ece ["Thyssen Krupp ask FMV stop Saab" see above].

According to local press in Malmö the engineers being feed up with ThyssenKrupp are joining SAAB en masse. As the Swedish government are the formal owners of the construction patent and drawings of all Swedish submarines SAAB could actually perform a hostile take-over without paying anything to ThyssenKrupp. (and this seems to happened with the blessing of the Swedish government).

2 days ago, ThyssenKrupp formally protested to the Swedish government ([the Defence Materiel Administration known as] FMV) and demanded they should stop SAAB´s hostile recruitment campaign.

In return Thyssen Krupp has offered.
- ThyssenKrupp will not block the procurement process of A26 and approve that it will be built in Sweden
- Thyssen Krupp will allow Kockums to market A26 for export (however it´s not said if the condition that HDW can see and approve Kockums export offerings will be lifted)
- Repeating the offer Sweden besides of A26 will be the new centre for small submarines (an offer that has earlier been rejected by Kockums employees and the Swedish government).

However, if Sweden suddenly seems to sit on the upside, ThyssenKrupp can answer with obstructing the upgrades and service of Swedish naval crafts that is contracted to the still ThyssenKrupp owned Kockums industriers (TKMD)"

Saab Being Subsidized To Buy Back Kockums?

Three years ago, Kockums, the Swedish national submarine manufacturer was sold by the Swedish government to Germany’s ThyssenKrupp, but after uncertainty over jobs and boat building guarantees, it appears the Swedish government is angling for Saab to take control of the Malmo-based ship-building yard.

In a clear statement of intent, Sweden’s procurement agency FMV announced on Feb. 27 that it was allocating $3.84 million to test whether or not Saab had the ability to design and build the next generation of Swedish submarine.
The move was spawned by disappointment coming from the Swedish Defense Ministry that Thyssen wouldn’t give guarantees that ThyssenKrupp Marine Systems, what Thyssen renamed the old Kockums yard in Malmo, would continue to be a large-vessel producer in the region. Additionally, the ministry was concerned because Thyssen hadn’t provided fixed prices for the delivery of two new A26 generation subs and mid-life refits for the Gotland-class submarine.
That said, the failure for TKMS to get finalize those contracts has put jobs in jeopardy, says Thyssen. But Saab’s emergence as a possible buyer for the yard, according to the Swedish Defense Ministry, is because it’s believed that Thyssen is going to reorganize the 1000 unionized workers in Malmo and is to begin the manufacturing of small-sized subs and surface vessels up to 1000 tons. The New A26 class boats and those awaiting refit are around 1900 tons.
The Swedish government procurement agency has said that Thyssen’s reluctance to ioffer fixed prices for the new boats and upgrades means it is currently not possible to move forward to the build stage as it is not practical, sustainable or best use of taxpayer’s money.
Saab has contended that it could meet the needs to design, build and refit submarines, however, it has declined to comment suggestions that it might take control of the TKMS yard."

This development begs questions. Why did the Swedish Government sell Kockums to its German competitors in the first place? Swedes may also want to know how much government money will be required to fund the buyback of Kockums? Also how much government money will Kockums need to build two new A26 generation submarines and for the mid-life refits for the Gotland-class submarines (two or all three)?

The HDW 218SG - 2,000-4,000 tonne submarine [proved to be 2,000-2,200 tonnes]

Note - the predictions in this 2013 article proved to be wrong (it happens!). When Singapore's Type 218SG was launched on February 18, 2019 its weight proved to be 2,000 tonnes (surfaced) and 2,200 tonnes (submerged) with no reported unusual innovations (like a VMPL).

This article follows on from earlier article http://gentleseas.blogspot.com.au/2013/12/singapore-buying-two-hdw-218sg.html announcing Singapore's December 2, 2013, decision to buy two HDW 218SG subs. The HDW 218SG might be a 3000 to 4,000 tonne submarine - for the following reasons:

  • HDW is increasingly reliant on its Asia-Pacific customer base. Asia-Pacific customers need longer range submarines and other features such as land attack missile capability. In terms of size this signifies a evolution from below 2,000 tonne HDW 212/214 subs built mainly for European (Baltic, Arctic Ocean, North Atlantic) conditions to a 2,000+ tonne design (see below) for Asia-Pacific (Indian and Pacific Oceans) conditions.

  • TKMS-Kockums already has experience in helping to design considerably larger than the European size. That experience is in building the 3,000 tonne Collins Class. TKMS bought Kockums not only to remove Kockums as a competitor to HDW but to utilise Kockums' experience, workforce, technology and design information - including the process of building a  larger submarine.
  • HDW is developing the 2,000+ to 4,000 tonne, 218 (Asia-Pacific) design not only for Singaporean but for the Australian, Canadian and Indian markets. 
  • The 218SG build schedule (for launch around 2019 - 2021) coincides with South Korea's building schedule (from 2018) for its planned 3,000 tonne submarine the KSS-III (D-3000). South Korean subs to date have heavily relied on HDW 209  (KSS-I) and HDW 214 (KSS-II) designs. This pattern suggests that the 3,000 KSS-III will also be supported by HDW design work despite South Korea's claims of a wholly "indigenous" KSS-III design.
  • A 2,000 to 4,000 tonne submarine could incorporate heavier battery, increased diesel oil and large  AIP capacity for increased Asia-Pacific range requirements.  Advice here is "the 218SG will have 240-320kw PEM fuel cell AIP (offering 22-30 days at 5 kts)".  Heavier batteries can also allow longer range submerged operation with higher discretion (non-snorkel use) rates against (mainly) Chinese sensor platforms. 
  • A 2,000 to 4,000 tonne submarine would also have the range to permit Singaporean use of refuelling-replenishment bases belonging to its US and Australian allies. Such bases include Diego Garcia, Guam, Pearl Harbor and Rockingham (Australia).

Conclusions

The HDW 218SG is most probably designed for long-range Asia-Pacific conditions, all requiring a 2,000 - 4,000 tonne displacement. SG signifies a subset of HDW 218 customized for Singaporean conditions - including air-conditioning for tropical weather, hull-anechoic coating optimized for warmer sea use and a Singaporean-specialized combat system. The HDW 218SG probably represents HDW's latest export submarine design for launch around 2018 and first delivery around 2020.

The designation 218 (neither 214 nor 216) provides uncertainty over the 218's features and weight. This uncertainty provides advantages for Singapore's national security and commercial-competitive secrecy for HDW. HDW would also wish to avoid any mid-build headlines like those experienced by Navantia over the S-80 - see the S-80's weight problems at http://gentleseas.blogspot.com.au/2012/06/australias-future-submarine-selection-s.html .

By not specifying the 218's weight this also permits flexibility in balancing desirable features, within Singapore's expected tonnage parametres, without politicized assumptions. Development of a 218SG somewhere in the 2,000 - 4,000 weight range also may have implications for HDW's likely tendering for Australia's future submarine SEA 1000 project.

After two decades of buying renovated submarines from Kockums Singapore will  buy two new-build submarines designated HDW 218SG. Significantly the 218SGs are from Thyssenkrupp Marine System (TKMS) German submarine division HDW rather than from Kockumss which TKMS also owns. The 218SGs will be built at HDW's shipyard in the northern German port of Kiel.

Singapore's Defence Ministry (Mindef) signed the purchase deal with TKMS on November 29, 2013 to buy two the 218SGs.  The contract was likely to be worth more than 1 billion euros (US$1.36 billion).

In hindsight this website's November 13, 2013 article http://gentleseas.blogspot.com.au/2013/11/germans-sinking-kockums-swedish-sub.html was an indicator that HDW winning the Singapore order was suspected by the Swedish and German media. Singapore's 218SG decision is clearly a blow to Kockums and to Sweden's Navy (which would rely on foreign sales of Kockums subs to lower unit costs of Kockums subs). Unless the Swedish Government or a Swedish firm buys back Kockums Sweden might be forced to buy its future submarines from HDW or at least TKMS owned Kockums. For Singapore there is some continuity buying customised submarines - from customised Kockums Archer and Challenger Class to customised HDW 218SG class.

I suspect HDW 218SG will be an enlarged evolution of the HDW 209, 212 or 214, perhaps like Israel's HDW built Dolphin 2s. The HDW 218SG may be larger - between 2,000 and 3,000 tons (surfaced) see http://gentleseas.blogspot.com.au/2013/12/the-hdw-218sg-probably-3000-tonne.html . Given the expected 218SG delivery date of 2020 it is unlikely that the 218SG would be radically enlarged to 4,000 tonnes (HDW 216 Class). A 4,000 tonne design would probably take longer than the seven years to develop (2013-2020). Also the 218's purchase price of around US$650 million each implies an existing design rather than a radically new 4,000 ton (surfaced) 216 which would be far more expensive.

The two 218SGs, together with two existing Kockums Archer Class submarines, will replace the four ageing Challenger Class submarines, built in the 1960s and acquired by Singapore in the 1990s, which will be progressively retired from service. This follows Singaporean Defence Minister Ng Hen's comments in March 2013 about Mindef's plan to replace the Challenger submarines.

The 218SG contract includes a logistics package and the training of Singaporean crew in Germany. The 218SGs will have significantly improved capabilities including new build fuel cell Air Independent Propulsion (AIP) which significantly increases a  submarine’s  underwater range and hence reduces the risk of detection.

TKMS indicated Singapore Technologies Electronics, a unit of defence conglomerate Singapore Technologies Engineering Ltd , would co-develop the submarines' tailor-made combat system with Atlas Elektronik GmbH, a joint venture of ThyssenKrupp and European aerospace group EADS. Atlas already builds combat systems for other HDW subs including the Israeli Dolphin Class.
  
Singapore's projected defence budget for 2013 is Sg$12.34 billion (US$9.84 billion) up from 2012's Sg$11.83 billion in 2012. Under Singaporean law all able-bodied men must serve for two years in the military upon turning 18, providing additional manpower on top of the estimated 20,000 regulars. Singapore, surrounded by far larger neighbours has pursued a robust  defence strategy since its complicated split from Malaysia in 1965. In part due to this large neighbour situation Singapore has cemented close relations with the US, Australian and Israeli military for decades.

Australian SEA 1000 future submaine - an S-80 development or HDW 216?

The British Astute-class submarines can also fire Tomahawks without an US combat system.

The problem for Royal Australian Navy will be the gap between Collins-class retirement and entry into service of SEA 1000 submarines. Australia can throw a lot of money after the Collins-class to keep them running until 2030. Today the price for one HDW Type 210 is about the costs Australia needs to maintain Collins-class for one year. The maintenance costs for Collins-class will awfully rise in the future.

My advice would be to order as soon as possible 6 Type 210mod/A 26 to fill this gap. 5 submarines should be built in Australia. That will give Australia time and knowledge to design a proper submarine. This interim solution would also save a lot of money and add capabilities.

Australia should not try to reinvent wheels that already exist in far better quality. E.g. engines, AIP, combat system, … That will lead to a troubled and outdated son of Collins – just like the father.

My response is that I think the US are reliable allies that provide Australia with security benefits in peacetime and would be an essential ally if Australia faced an enemy too big for Australia to handle alone.

You are right that no non-nuclear propulsion would allow an Australian submarine to shadow a fast moving SSN for a week. And yes the only options are for an Australian SSN or reliance on US SSNs to do fast moving shadowing.

It is true the SEA 1000 requirements are very ambitious. They would require a unique, new, very large diesel-electric submarine (SSK) or an SSN.

The value of a VLS is its flexibility eg. for: a divers wet-dry chamber; a hatch for a mini "piggyback" sub; and to fire cruise or small ballistic missiles. For missile firing the main value of a VLS is the low indiscretion factor - meaning the sub can fire all (say) 8 missiles very quickly - reducing that chance that the sub will be detected while firing. Using horizontal tubes probably involves "slow time" reloads of missiles or of follow-up torpedos.

Regarding http://voiceofrussia.com/news/2013_07_14/Israel-hits-Syria-to-destroy-Russian-made-Yakhont-anti-ship-missiles-3943/ its quite possible Popeyes were not used. The target was in range of Israel's Harpoon SLCMs. It would therefore have been unnecessary for Israel to use its (perhaps) 1,500 km range Popeye SLCMs and there would have been a risk a malfunctioning Popeye would crash and then its technical secrets might be revealed. If the Popeye SLCMs have a 1,500 km range (see http://www.nti.org/analysis/articles/israel-submarine-capabilities/) its more likely they would be used for targets deep inland like Tehran or even Riyadh.

Yes its true the British Astute class SSN is a possibility. However any purchase of a French or UK SSN has the disadvantage that their maintenance-repair bases are around 20,000 km away in Northern Europe or effectively further if the Suez Canal is blocked in wartime. Meanwhile the US provides some SSN maintenance facilities much closer in Diego Garcia, Guam and certainly Pearl Harbour.

The Royal Australian Navy would be very aware that an "interim" sub choice might become permanent. The fixed costs of any sub choice are high - therefore making interim highly uneconomic as would running two different sub types simultaneously.

In any case the HDW 210 is basically the smallest of the HDW range (with the even smaller HDW 206 being phased out). This makes the HDW 210 the least likely HDW Australia might buy. The bigger the better in terms of range and endurance - making a very large version of the HDW 212-214 basically a HDW 800 Dolphin+ the most likely buy from HDW.

An HDW Dolphin+ is on the way to an even larger (but technically and financially high risk)  HDW 216 in response to SEA 1000 requirements. It needs to be remembered though that the US (Lockheed Martin) may well not make its highly developed combat system available to HDW. Against this HDW is probably the world's most experienced and productive builder of conventional diesel-electric subs.

In contrast I understand Lockheed Martin is placing its combat system into the Spanish Navantia S-80. It is significant that Australia might have confidence in dealing with Navantia in submarine development because I believe Australia has a positive relationship with Navantia in the current Canberra LHD and Hobart AWD projects. Against this Navantia has never independently built and then launched an operational submarine. Navantia has also had no independent experience building subs for export or assisting a customer to build a sub

Possibly I'm overrating the importance of the Lockheed Martin SUBICs combat system in the SEA 1000 submarine selection - see http://www.asiapacificdefencereporter.com/articles/193/SEA-1000-COMBAT-SYSTEMS-SELECTION-FOR-SEA-1000 .

While Kockums submarine division's future is in doubt Australia developing an A26 or any other Kockums design is unlikely.

Definitely "Australia should not try to reinvent wheels" and should avoid a repeat of the Collins experience.

Range of a Collins-class submarine today is reached by even smaller submarines like Type210mod or A26. To gather intelligence a small submarine is better suited and a diesel-electric submarine is even quieter than a large Virginia-class submarine.

What about crew size? A Virginia-class submarine is manned with about 130 men. A modern Type210mod needs just 15 men (21 for 3-watch). Just 3 operational submarines are easier to track and even very fast submarines can’t be everywhere at once. Also a fast submarine is very noisy. A trip around Australia is roughly 7,000 nm. For each submarine 2,300 nm to patrol. With 26 submarines the area is less than 300 nm. With just 3 operational submarines it is very hard to lose one with a crew of over 100 men.

US combat System due to US weapons? What a nonsense! South Korea ChangBogo-class (Type 209) can fire Harpoon missiles. If Raytheon dislikes selling some Tomahawks Australia could just ask Israel about some Popeyes. Israel operates Popeyes on Dolphin-class submarines (Type 209).

Oh, more range. What about submarine tenders? Even the US Navy has a few.

Going big will result in too few submarines. Going to Virginia will add a capability already existing in the Pacific and Indian Ocean. After 6 or 12 small submarines Australia can still switch to a larger submarine type but then with better knowledge.

The HDW 210mod and all existing SSKs (including the current sized S-80) fall far short of Australian SEA 1000 (future submarine) requirements.

The SEA 1000 submarine needs range, endurance, speed, multi-mission capabilities and weapons load far above existing SSKs.

If you compare the totality of HDW 209, 210mod ("Ula"), 212 or 214's published capabilities with Collins http://en.wikipedia.org/wiki/Collins-class_submarine you'll see the difference.

Note that SEA 1000 needs higher capabilities than even the Collins, especially for the added weapons load of 8+ Tomahawks in a VLS and an AIP capability (achieved by "usual" AIP, advanced batteries or nuclear).

Ideally an SEA 1000 should be operationally autonomous (from US SSNs) and hence capable of shadowing a fast moving SSN for at least a week.

The crew size of 135 for a Virginia being much larger than for SSKs (or the 60 for a future French Barracuda SSN) is indeed an issue.

Tomahawk is a requirement because Harpoon missiles are far too short in range for many land attack scenarios and because Tomahawk is US combat system compatible.

There are too many current uncertainties about the suspected Israeli SLCM Popeye. Popeye may include considerable "off the books" US, French and/or Indian content making it difficult for Israel to export.

Australian SEA 1000 Future Submarine, shipbuilding-budgeting issues

It is unclear whether Germany or Sweden hold the strongest intellectual property rights to the Stirling AIP.

A rough sketch of what Australia may want in its SEA 1000 future submarine project. Nuclear or diesel-electric propelled, if diesel-electric then additionally AIP or very large advanced battery capacity, multi-use vertical launch system, US combat system, US weapons including Tomahawk. Probably the not yet developed HDW 216, an enlarged DCNS Scorpene and in development Spanish S-80 are front runners with the SEA 1000 program planners. US Virginia Class, UK or French nuclear attack subs are outside chances. The chance that Swedish Kockums might be chosen (again) is reduced due to the Collins experience and TKMS-HDW.

Australia's new centre-conservative Coalition Government has made no decision on what its project SEA 1000 future submarine will consist of.

The previous centre-left Labor Government (voted out in September 2013) indicated in White Papers and other reviews that 12 future submarines would be constructed from around 2025 to around 2035. The previous Government decided these submarines would be large (up to 4,500 tonne) and hence of unique design, diesel-electric, built in Adelaide, South Australia and that they would probably use the US combat system and US conventional weapons (including the Tomahawk cruise missile). These unique large diesel-electric may effectively be Collins Mk. IIs but not built with Kockums as a major contractor unless TKMS negotiates deals in that direction. The Labor decision was made due to several considerations including:

- economic-industry development potential for the depressed South Australia economy

- popular with Labor's trade union constituency

- Federal and State level electoral considerations ie. votes in South Australia

- ideological anti-nuclear grounds, including popularity with Labor's Green Party ally and

- technical grounds (mainly that Australia possessed no nuclear propulsion support industry, that is if we needed one at all...)

Australia's new conservative Liberal-National Coalition Government has not yet made a decision on what will be in the SEA 1000 future submarine in part because:

- the new Coalition Government has only been in power for two and a half months

- the highly complex 30+ billion dollar project deserves several long reviews

- Australia does not currently have the Defence money to fund the project

- naval shipbuilding and budgeting for Australia is currently taken up by the 2 Canberra Class Landing Helicopter Docks (LHDs) and the 3 Hobart Class (Aegis) Air Warfare Destroyers (AWDs) projects under construction, and

- the issue is still unresolved under the new Government as to whether Australia may buy nuclear propelled attack submarines rather than diesel-electric

Its not necessarily set in stone that 12 subs will be built rather than 6 diesel-electric or 4 to 6 nuclear propelled. The built in Australia requirement is not a given. Industry-jobs-votes requirements in Australia may be met in other ways including offset agreements and heavy maintenance facilities constructed  in Australia including nuclear propulsion support (if needed...).

If, as is likely, 4 Virginia Class can do the job of 12 diesel-electric Collins Mk. IIs then on the crucial issue of lower overall price, a deal is possible.

A final Australian decision may take 4 years into the new Government ie 2017.

A farewell to nuclear submarines, for now

The Defence White Paper signals full-steam ahead for Australia’s most expensive defence project ever: the design and construction, in Australia, of 12 conventionally-powered submarines. With A$200m committed to funding initial designs, however, the enormity of the challenge will start to surface. Australia now has to create submarines with greater range and endurance than anything built by countries with generations of experience.

Hopefully, Canberra analysed its alternatives to the point of exhaustion. In about two years’ time, Adelaide will start to fill up with the 1,500-or-so foreign draughtsmen and engineers that RAND says Australia will have to import, just to execute the design work. And as these experienced submarine designers wrestle with the performance parameters set by government, they’ll pose one very awkward question: “Why are you asking us to design a nuclear-powered submarine without a nuclear engine?”

Currently, the government has no answer. The White Paper simply says that “consideration of a nuclear powered submarine capability [… has been] ruled out”. This reticence is mistake. As Collins Mk II rises from the drawing board, the case for purchasing nuclear-powered boats will only get stronger.

First, consider the money. The projected cost of an all-new 4,000 tonne conventional boat is estimated by ASPI to be over A$3 billion, which includes all project costs. This is approximately the same as the sail-away cost of a much larger Virginia class nuclear submarine off an established production line, and could even be more than a French or British nuclear submarine which would almost certainly sail away for less than $2 billion. Defence would still have to purchase the support systems to get the boats into Australian service, but the industrial and program costs sunk into getting a first-in-class to work would be borne by someone else.

Besides being less risky to procure, these nuclear-powered vessels would be far more powerful than conventionally-powered boats. They could arrive on station faster, stay there longer, carry more weapons, and fight more aggressively. As a deterrent, they’d be many times more formidable.

The Royal Australian Navy might play a simple war game once the new design matures. They could invite a retired American submarine captain over and say : “Sir, to achieve a specific objective in the middle of the Pacific or Indian oceans you have a straight choice between having, under your command, one single nuclear-powered boat, or ‘X’ number of our Collins Mk.II?” Even at this distance, his ‘X’ is likely to be two or three. Expressed as an opportunity cost in dollars, the answer is horrendous.

The objections to going nuclear are clear; but as the challenges of Collins Mk.II become less opaque, the question will be: did the Government diligently and unemotionally address them?

If the over-riding justification for an Australia-built fleet is operational independence, then Government should look squarely at what the current fleet delivers. Only one third of the Collins fleet is generally seaworthy. Refitting them takes four to five times the work required on similar comparable European vessels. And upgrading them requires US help for the most complex elements—the sensors, combat system and weapons.

Australia could almost certainly sustain a fleet of nuclear boats to a higher level of operational availability than currently possible. Neither the US nor UK boats ever need refuelling. The core is closed for the lifetime of the submarine, so the additional nuclear engineering required for through-life support is modest. Establishing a first-class nuclear-boat maintenance facility in Australia would be expensive, but pales beside the gargantuan cost of re-launching the Australian Submarine Corporate (ASC) as a construction yard.

Alternatively, Australia could avoid the cost and political risk of building maintenance facilities here, and instead operate the boats on a similar cycle to the United States Navy’s Guam-based submarines. This would mean the submarines having only a small maintenance footprint here and returning to US West Coast for periodic refits, which is pretty much how the RAAF maintains its fleet of C-17 strategic transports.

In either case, you don’t need a construction yard to maintain a submarine. The activities are quite different. British nuclear boats never re-visit the Barrow yard where they are built.

Nor would the fact Australia’s boats were foreign-built boats necessarily diminish the country’s strategic independence. There’s a fundamental difference between depending on an ally to come to your aid (which, in extremis, Australia does now) and depending on your ally not to obstruct you from paying to defend yourself. That’s why the UK ultimately trusts US not to abuse its position as the supplier–owner of its Trident ballistic missiles, on which the UK’s independent deterrent relies.
Does the case against nuclear boats ultimately rest, then, on Australian jobs foregone? That flank, too, is exposed. Re-booting ASC will merely kick-start thousands of careers that will go nowhere once each design and construction phase is complete. Better, surely, to play the international defence procurement game, and trade jobs on submarines for offsets in industries where Australia can build competitive advantage—and careers with a future.

The stakes couldn’t be higher. Asia is rising and submarines will become Australia’s primary defence asset for many decades. For now, the government has passed on the one weapon that could deliver genuine independent strategic security. But like a pair of lethal mines, cost and capability are floating right in the path Australia’s home-grown subs. This won’t be the last we hear of Australia’s nuclear option.
