Pace of India's nuclear submarine program, Arihant, Chakra.

MISSION

On April 5, 2015 I was tasked by "lachit" to assess India's nuclear submarine state of play:

"India needs to get her nuclear subs SSBN & SSN & SSGN up running pronto. Can you guess which subs will ultimately take over the role of SSGN? I would surely like to know your personal opinion on the capabilities of Arihant sub. Thanks

On April 8, 2015 (and in the same thread) Biswajit Pattanaik augmented my tasking with the preamble:

Just want to add something about Future Indian SSNs. According to me either Indian Navy could go with a Barracuda based SSN or even a Scorpene based SSN just like the Brazilians Sn-BR SSN. What's your take on this?"

To which I respond:

You entrust me with grave responsibilities :) My personal response, is:

I've followed INS Arihant's publically available information since it was launched in June 2009. At the launch ceremony (then) Prime Minister Singh thanked the Russians implicitly for their ongoing assistance on the submarine reactors on "S-1" and S-2.

S-1 is the half submarine reactor test rig at Kalpakkam (India's southeast coast, just south of Chennai)
S-2 is INS Arihant itself (undergoing trials - may never be operational).
S-3 is INS Aridhaman (under construction at the Shipbuilding Centre Visakhapatnam (India's east coast)) probable launch perhaps late 2015 or in 2016 - will be the defacto first of class SSBN initially with K-15s.
S-4 no name yet (under construction Shipbuilding Centre Vadodara prior to launch perhaps in 2017)

Arihant was/is only intended as a technology demonstrator (particularly for the reactor) a bit like the USS Nautilus rather than a serious first of class. Unlike the Nautilus there has been no list of Arihant's nuclear sub achievements eg. long submerged range or endurance. This makes me suspicious that Arihant has had major problems with its reactor functioning - the major new piece of technology. The need for security - away from prying Pak or Chinese craft - may be another reason for avoiding long semi-public sea voyages.

The delays in Arihant seem to have increased unrealistic expectations that it could be an operational submarine design.

The distinction between SSN's and new-build SSGN's (G for guided missile) is largely historical and decidedly Russian. The distinction mainly rested on the first SSN's being only horizontal torpedo tube armed and very much orientated to torpedos and mines with few or no missiles. 

Over the last 20 years SSN-SSGN distinctions have become clouded  as horizontally launched missiles have become a major component of an SSN's armament. An even more fundamental structural change has been Vertical Launch Systems for most new build SSNs (be they Akulas, Yasens, later Los Angeles and Virginia class). Therefore new build SSGN's have been merged into "SSN" or in the case of the Yasen "multi-purpose". I think India will be building "multi-purpose SSNs" in the direction of the Chakra class (Akula II) rather than separate SSN and SSGN designations. However, Arihant may evolve into the only SSGN and specialising in missile tests, rather than being an actual new build SSGN.

Advances in missiles' range mean that even SSN fired cruise missile have (or will have) the range to hit anywhere in Pakistan while land launched Agni IIIs (with a light warhead load) can hit anywhere in China. Agni III's will be supplemented by K-4 SLBMs in around a decade. 

It would be tidy for India to have a firm build schedule for nuclear subs S3 through S7 but I think India's build schedule is still under development and heavily dependent on Russian advice - in exchange for India paying excessive amounts for Russian arms (effectively subsidization). Also India has unique geography and needs that submarine types can be iteratively evolved around. India is not the US or Russia than can afford 10 new SSBNs and 20-40 new missile armed SSNs. Multi purpose Indian designs may become a substantial component.

The initial Indian SSNs, if they stay at the Arihant class' displacement of 6,000 tons (surfaced) will be underpowered unless they have an uprated reactor (maybe 130 MW). This may take some years to achieve. The reactor in the Chakra/Akula is an obvious item to study. As the study of reactor safety takes decades I suspect that Russian advisers are on hand towards the rear of the Chakra and Arihant.

An SSBN version of the Arihant appears to have the right sized reactor if the speed specifications are accurate.

Rather than Arihant and follow on subs being influenced by French nuclear submarines (like the Barracuda) I think Russia's Delta class and Borei subs are already a strong influence. India was, and I assume still is, extraordinarily committed to two Chakra/Akula IIs. India appeared to cross subsidise Russia nuclear sub building program in the long years Chakra/Akula was being built when Russia was crying out for defence money.

Much patience is needed tracking India's nuclear sub program. Unlike the 10+% of Russian and US GDP's that resulted in rapid nuclear sub program gains in the 1950s-60s India is only spending around 2.5% GDP on defence (according to Stockholm SIPRI stats). This is not a breakout amount for rapid increases in numbers or models. India's nuclear sub program also faces competition from the probably highest priority Agni IRBM-ICBM program and from India's conventional military priorities.

The launch of INS Aridhaman, perhaps later this year, will be the next major step.

Indian Defence Minister Visiting Japan Linking Soryu and Aircraft Issues?

Interesting report in the Japan Times, March 29, 2015 India interested in buying Japan's Soryu-class submarines :

This is just prior to Indian Defence Minister Manohar Parrikar visiting Japan including meeting with Defence Minister Nakatani.

COMMENT

Regarding "Parrikar noted that Japan had strict regulations on the export of defense technologies but that the rules are changing." in the article above. Japan should be well aware that India is close to Russia on high tech submarine issues. India has even financed Russian ship and submarine repairs/renovations. India is leasing a Russian Akula II class SSN (now INS Chakra - was Russian Nerpa). So future dangers might exist of Soryu materials, designs and specifications finding their way to Russia.

Japan might also wish to note India, like most great powers, plays hard-ball as a defence customer which sellers like France find difficult. India may already be playing hardball "Parrikar suggested that India is not likely to make a decision anytime soon on whether to purchase [ShinMaywa] US-2
 amphibious rescue aircraft used by the [Japanese] MSDF." This is noting that in 2014 there seemed to be assumptions (see footnotes 3 and 4 to Wikipedia article) in the press that the US-2 sale to India was a done deal.

Indian Possible Interest in Buying-Building Japan's Soryu Submarine - Australia

Two Prime Ministers - Japan's Abe and India's Modi. Are their countries close enough for a Soryu deal?

The Indian press reported on January 29, 2015 that India, under submarine purchasing-building Project-75I (I for India), may wish to select six Japanese Soryu submarines for building in India. The Rs 50,000 crore project price converts to $US8,133,990,000 that is $US8.13 Billion (where one crore is 10,000,000 Indian Rupees and one Rupee is worth 0.016 US Dollars).

COMMENT

Several problems already seem evident in the possibility of Japan selling Soryus to India:

1. India's "build in India" intention may clash with Japan's (to date) insistence that any Soryus it markets should be built in Japan. 

There may be a solution that may allay many of Japan's concerns. If Japan is interested it can contact me by email - see email on my profile...

2.  Japan would be mindful of India's closeness to Japan's strategic opponent, Russia. Japan is very sensitive to the security of its submarine technology secrets. Therefore Japan would not want the secrets of any Soryu that is sold to India to be passed on to one of Japan's opponents. India has been close to Russia on a defence sales, weapons' development and on secondment of personnel, levels for decades. India and Russia are particularly close on submarine high technology matters - including INS Chakra, the Akula II SSN that Russia has long leased to India. 

3.  India may perhaps have a problematic reputation as a weapons system buyer from Western firms. France is unfortunate enough to be involved in both the major examples. 

a. The first example is in-building Project-75 (no I) where France (DCNS) has been assisting India to build 6 Scorpenes for the last decade (see Project 75 and third paragraph of this Indian article ). India has expressed displeasure with alleged French caused delays. Over the years India has increasingly wanted AIP in those Scorpenes - India sees AIP as important - in part to surpass the three AIP equipped DCNS Agosta 90Bs submarines operated by Pakistan. But India may not wish to pay the higher price adjustment that DCNS would want to charge (AIP being an expensive upgrade). India has countered with a project by DRDO to develop a fuel cell AIPIndia may also be using the usual strategy of great powers (sellers and buyers) - which is delay for political and commercial leverage. 

b. Secondly, under the Medium Multi-Role Combat Aircraft (MMRCA) competition - on 31 January 2012 it was announced that Dassault Rafale won that competition. The MMRCA competition may be worth around US$30 Billion. However on 10 January 2015, India hinted it would not sign the Rafale deal with Dassault but instead perhaps buy more Su-30MKIs or Su-35s from Russia. India may also be attempting to leverage a better result from Russia on the joint India-Russia PAK- FA stealth fighter-bomber project - also known as the T-50. 

4.  If India insists on AIP this may cause problems for Japan. In Japan's first 5 Soryus Japan included Stirling engine AIP from Sweden. It is unlikely that Japan would receive Swedish permission to sell Soryus with Stirling AIP to India. Sweden, after all, would prefer to sell its own Saab-Kockums  submarines, with Stirling technology, to India. If Japan accepted an offer from India-DRDO to build an indigenous fuel cell AIP (see above) this may be a problem or opportunity because Japan may be in a strong technological position to jointly or unilaterally develop an AIP.  

Broader Implications - Australia and Canada

If there is a prospect of "build Soryus in India" - even whether or not it happens - this may have implications for any Japanese Soryu sale to Australia. Perhaps "build Soryus in part or whole in Australia" might be more possible?

If India is serious about buying 6 very large conventional submarines - built in India - with AIP - then Germany's HDW 216 and France's SMX Ocean may both be stronger contenders than Japan's (build in Japan - maybe no AIP) Soryu. This may increase the production runs and drive down development costs for the 216 and/or SMX making them more attractive to Australia. Canada has also been grouped with India and Australia as a country with a relatively large budget in need of large, long range, replacement submarines.

INS Chakra (ex-Nerpa) Being Inducted into the Indian Navy

NEW DELHI: India is all set to join the elite club of nations possessing nuclear-powered submarines with the induction of the Russian-origin 'Nerpa' into the Navy on Wednesday. The development marks a crucial step forward in the country's defence preparedness.

Defence Minister A K Antony will formally commission the Akula II class Nerpa, rechristened INS Chakra, into the Navy at the Ship Building Complex in Vishakhapatnam, defence ministry officials said.

India [earlier leased a Charlie Class Russian nuclear submarine from since 1988 - 1992] for training its personnel on such submarines. With INS Chakra and the indigenous INS Arihant expected to start operational reconnaissance soon, India will soon have two nuclear submarines guarding its vast maritime boundaries.

Nerpa has been on lease from Russia for 10 years and would provide Navy the opportunity to train and operate such nuclear-powered vessels. "Our crews will get the experience of operating under water for several months at a go as unlike the conventional diesel electric submarines, which have to come to surface at regular intervals, nuclear submarines can remain under water for months,'' the officials said.

India had signed a deal worth over $ 900 million with Russia in 2004 for leasing the submarine. It was expected to be inducted a couple of years earlier, but after an accident in 2008, in which scores of Russian sailors died during trials, the delivery schedule was shifted.

Indian Navy crews have already been imparted training for operating the submarine in Russia. A crew of over 70 people, including around 30 officers is required to operate the INS Chakra.

The heart of the submarine is its nuclear reactor which has been made by Russia. Its displacement is around 8,140 tonnes. With a maximum speed of 30 knots, the vessel can go up to 600 meters into water and has an endurance of 100 days with a crew of 73.

The vessel is armed with four 533mm torpedo tubes and four 650mm torpedo tubes. The indigenously built Arihant is also expected to join the naval fleet soon as DRDO chief VK Saraswat had recently disclosed that it is in advanced stages. It will be ready for operations in next few months.''

India is also working to develop arsenal for Arihant as it has already carried out more than 10 test launches of the K-15 missile (also known as Sagarika) in the Bay of Bengal. The nuclear-capable ballistic missile is said to have a range of over 700 km.' Ends

Update on eventual Russian military equipment orders to India


An Akula Class submarine similar to (or the same as Nerpa (to be INS Chakra) theoretically on its way to Vishakhapatnam by 'next month' November 2011?).

Periodically this blog updates the state of India's weapons' orders and development - a useful Russian article caught my eye. Viktor Litovkin of Russia and India Report (RIR) has written a detailed and interesting report concerning the many weapons system orders India has with Russia and Russia's intention to at last hand over some of them in the foreseeable future. His political asides are also interesting.

I suspect that India tolerates such a plethora of late and overbudget orders because India values its geopolitical relationship with Russia. Some assistance in thermonuclear development might also be an incentive for Indian tolerance - though I have no evidence for this suspicion. Certainly India is receiving more Russian assistance for Arihant indigenous submarine development than the Indian Navy is prepared to admit.  Prime Minister Singh  at the launch of Arihant in 2009 thanked "our Russian friends for their consistent and invaluable cooperation, which symbolises the close strategic partnership that we enjoy with Russia”.


India is in good company in that Australia has a similar relationship with the US - Australia tolerates constantly late and overbudget weapons (except Boeing's Super Hornet, the C-17 and the Abrams tank all on time and budget) from the US for the sake of Australia valuing the US alliance. Although Australia is very reliant on  the US while India (from a non-aligned position) would most probably not expect any active Russian assistance in a war with Pakistan or China.

India and Russia managed to iron out some differences over delays in the supply of spares and put their defence ties on the even track during Defence Minister A.K. Antony’s visit to Russia in early October 2011. The nuclear submarine Nerpa and the much-awaited INS Vikramaditya will be heading to India "shortly" [we should wait until we see it!].
 
Indian Defence Minister A.K. Antony...discussed with Russian counterpart Anatoly Serdyukov a host of issues aimed at exploring fresh avenues for military cooperation and resolving some irritants, including spare part delays.

High on Antony's agenda was the creation of a joint project of the Fifth Generation Fighter Aircraft (FGFA) [which means the T-50, PAK FA?], which has the potential to become the largest joint defence programme between the two countries. India may spend about $35 billion over 20 years to induct 250-300 PAK FAs starting from 2020, of which 214 will enter the service first.

The talks touched upon the forthcoming 10-year lease of the K-152 Nerpa [INS Chakra] multi-role nuclear submarine which will be transferred to the command of an Indian crew by December 2011 [but surely Russian engineers will need to oversee the reactors functions?].

The aircraft carrier INS Vikramaditya (Admiral Gorshkov in Russia) should be transferred to India in 2012. The aircraft carrier is already more than [only?] 85 percent complete [actual completion may be 2014 at current rate of Russian renovation].

Antony in particular, they talked about the latest delay of transferring three Talwar class Type 1135.6 frigates (INS Teg, Tarkash and Trikand) to the Indian Navy. India is now due to receive Teg in April 2012, Tarkash in September 2012, and Trikand in June 2013. "But nobody can guarantee that these terms will not change."

The Russian, Viktor Litovkin, opined "...not once in the last twenty years has Russia managed to deliver a ship on time. This includes the first batch of Indian Talwar frigates, which was built in St Petersburg's Baltic Shipyard at the beginning of this century. However, when these ships were completed and inducted, they became the pride of the Indian Navy."

According to Russian Defence Minister Serdyukov, Russia was unable to hold training exercises with India in order that Russia not send the wrong political signals to Japan during Japan's Fukushima nuclear crisis. This is in the wider context of "strained" relations between Moscow and Tokyo over the issue of the Kuril Islands.

New Delhi offered Moscow the purchase of the jointly-produced BrahMos supersonic anti-ship cruise missiles that the Indian military is actively preparing for the Coast Guard [a serious weapon for a Coast Guard!], naval surface ships and submarines. It is even planning to modify the missile for use on the SU-30MKI multi-role fighter jet - [Russia is stalling, perhaps until 2014, for more money to upgrade Indian SU-30MKI for BrahMos]  A [notional?] Russian purchase of BrahMos [Russia already builds the very similar P-800 Oniks(Onyx)] would bring significant financial benefit to both countries in the world arms market.

The Indian side probably will not agree to buy Russia's GLONASS global positioning satellite system for Indian military use. India is already using the technically mature and cheaper American GPS system. India is not yet persuaded that mounting GLONASS as a backup system alongside GPS would provide value for money for Indian Army and Naval weapons systems

While Russia's weapons trade under performance is irritating the overall Indian-Russian bilateral relationship is useful.
