Vietnam's Gradual Tilt to the West for Arms

Shawn Chung and I have been discussing Vietnam’s gradual drift away from almost total reliance on Russia for weapons. Many old Soviet and Russian weapons arm the Vietnamese army, air force and navy. There appear to be early signs of Vietnam pivoting towards the US for weapons.

Vietnam acquiring weapons from Russia and maintaining them is becoming more complicated due to: the Ukraine War international embargo on Russian weapons; possibility of Western sanctions if Vietnam does buy Russian weapons; shortages of Russian weapon spare parts and ammunition; and, difficulty of Russia repairing Vietnamese weapon systems.

Vietnam will find it hard to keep its Su-30s, bought from Russia, flying for another year... unless Vietnam does deals with India's Hindustan Aeronautics Limited (HAL) for sustainment. The same goes for Vietnam’s 6 x Kilo submarines, the first of which was launched more than 10 years ago, and while they could use a civilian shipyard for refurbishment (the Vietnamese Navy submarine base looks like it has one drydock for hull scraping), they may also look to India for fleet sustainment. Vietnam has recently acquired 2 x Pohang-class corvettes from South Korea. 

Vietnam has also looked for value for money by buying SPYDER medium range SAMs from Israel, but there's a very long way to go.

Malaysia operates Su-30s and 8 x F/A-18Ds. Indonesia operates Su-27s, Su-30s and F-16s. This means the US exporting F-16s to Vietnam is unremarkable. 

Singapore operates F-16s, F-15s and is acquiring F-35Bs. Indonesia is acquiring 24 of the latest F-15EXs. The US doesn’t look like exporting F-35s to other Southeast Asian nations.

Vietnam had close relations with China during much of the First Indochina War and all of the Second Indochina War. But overall Vietnam is reluctant to buy weapons from China given Vietnam and China fought 22 wars against each other over the last 2,000 years – the last ending in 1991. Vietnam is also in a South China Sea (SCS) dispute with China. Given this SCS dispute, in May 2017 the US delivered 6 x Defiant-class patrol boats to the Vietnam Coast Guard 

So the West is doing well to provide some support to Vietnam in Vietnam’s friction against China. Meanwhile the Ukraine-Russia War is providing an opportune time to reduce Vietnam’s reliance on Russia for weapons. Vietnam is still very friendly with Russia, but this will change as Vietnam's economy continues to pivot West.

Some historical perspectives

The traditional ennemy of Vietnam is China except in a narrow time window (1950 to 1975).The emperor of Siam (Thailand) to some extent

Arounsd 1850 the Emperor of Annam in Hue called for French support against the Chinese..that's how the Fr presence started!.(The French catholics/jesuits were present alredy 250 yeaers before with roman alphabet introduced ans displacing chinese ideograms.(A de Rhodes around 1650)

Russia is not particularly a "friend" of Russia The historical leadership of the Vietnamese Com. Party were fundamentally hard core communist ideologues/intellectuals(well french educated, Mandarin children,not peasants) of great personnal talent: Ho , Giap , Pham Van Gong..professional members of the Komintern in the 20/ 30, first loyal to the Party ideology mixed with a nationalist /anti colonial part
In 1921 Ho Chi Minh was a founding member of the French Comm.Party (Tours Congress), splitting from the Socialist after the Russian revolution.. an internationalist perspective!

They are very pragmatic..but always communist first.In 1945/1946 Ho was somewhat an agent (money/weapons) in narrow relations with the US OSS (former name of the CIA )until the cold war started ..Anti Japanese, but never close to China nationalists)

With the fall of the communist system /ideology in Russia, in China ,replaced by pragmatic nationalist dictature the complete ,split with Moscow is a matter of time (new generation, weapons system procurement viscosity/habits, advanced western system needs) which is accelerated brutally by the war in Ukraine.
Israel, India, France , SK are present. What is novel is the American interest

In line with my comments about Scorpene next steps (in August 12 and August 18).I have no connections whatsoever with NG but the move was so obvious from an Engineering/Marketing stand point (but also there was no newsflow from NG on its AIP 2G for the last 2 years +)

The article is clear on 2 points :
-LiIon batt.are a better choice than AIP + LiIon as soon as distance /complexity is involved as have indicated already the Japanese with the Taigei
-It confirms that the 2 Scorpenes to be built in a new yard in Surabaya, potentially by NG would be LiIon as in the Fr rumors

By the way Indonesia is moving radically from Russia ; Orders in Fr placed for 24 Rafales jets, option for a further 24, as well as missiles (MM40),Helo, radar Ceasar artilley.

NG and Indonesia have chosen wisely Li-ion Batteries (LIBs) instead of old Lead Acid batteries for longer full submergence.

LIBs Scorpenes may become NG's standard export offer. This is beneficial as there is no added expense or complexity that would come with 2nd/3rd generation AIP.

Indonesia's other procurement decisions (away from Russia) also look wise - especially Fr build Rafale jets, Airbus A400M medium-large transport aircraft and to discuss possible purchase of A330 MRTT aerial refuelling and military transport aircraft.
