Russia’s High Military Costs in Ukraine Unsustainable

On March 19, 2022 Anonymous commented on Russia’s high military costs in Ukraine. Such costs are unsustainable.

Components of military budget include operations/maintenance, military personnel [4], R&D (including testing & evaluation) and so on [1]. Russia has already spent nearly 5% of yearly military budget [2, 3], which adversely effects Russia’s R&D program. If Russia continues the Ukraine invasion for another month, its design bureau such as Rubin [5] for diesel electric submarines might be seriously damaged. Illegal technology transfer from Russia to third countries will be inevitable. Russia may have also lost US$5 Billion in military equipment [6] such as tanks and aircraft.

New Russian SSBN & SSGN Ups Nuclear Threat

"Sevmash readies two more subs as Putin elevates role of nuclear weapons"

In wake of big conventional losses in Ukraine, the role of nuclear weapons in Moscow’s defence and deterrence strategy may get elevated even further, says an expert on Russian military posture.

Preparations are in full swing this week at the giant Sevmash yard in the north Russian city of Severodvinsk. Two brand new nuclear-powered submarines will as soon as the sea ice melts sail out in the White Sea for testing. 

The “Generalissimo Suvorov” is of the 4th generation Borey-A class strategic submarines to be armed with 16 Bulava ballistic missiles, each capable of carrying six nuclear warheads. 

The second submarine to sail out for sea trials is “Krasnoyarsk” of the Yasen-M class 

Both vessels are now being prepared by the commissioning teams, the shipyard’s own TV-news channel Vesti Sevmash reports. 

“All work is carried out in accordance with the schedule,” noted Mikhail Fedyanevsky, head of the delivering team.

While Fedyanevsky is interviewed in front of the submarine, work on installing the rescue pod to the sail takes place in the background. 

The solemn ceremony for “Krasnoyarsk” was performed [in July 2021]. Unlike older attack submarines built in the late Soviet period, the Yasen-M class are multi-purpose vessels that can carry different weapons, including the most advanced new long-range Tsirkon hypersonic cruise missiles. 

There are ten silos for vertically launched cruise missiles. 

Despite Russia’s current economical meltdown following international sanctions, the Sevmash shipyard assures it will follow the orders of President Putin to “increase the pace renewal of the Navy, build modern surface and submarines of various designs and classes.” 

Katarzyna Zysk, a professor of international relations at the Norwegian Institute for Defence Studies, says to the Barents Observer that new submarines are a top priority in Putin’s weapons modernization effort. 

She notes that both the Borei and Yasen play “central roles in Russia’s defence and deterrence.” 

“Moreover,” Zysk explains, “both are highly prestigious projects. There’s a special place in Putin’s heart for the navy.” 

The professor expects no immediate changes. 

“The construction program and financial resources assigned to it, may not be immediately affected by the economic meltdown that is ensuing. The mid- and long-term perspective are, however, far more uncertain,” Katarzyna Zysk says. 

Additional to “Krasnoyarsk”, the Sevmash yard has four more Yasen-class vessels at different stages of construction. The submarines will be based both with the Northern Fleet on the coast to the Barents Sea and with the Pacific Fleet in the Far East.

There are also four more Borei-class ballistic missile carriers to be floated out in Severodvinsk by 2029 when the class will be the backbone of Moscow’s sea-based nuclear deterrence. The Borei-class replaces the older Delta-IV and Delta-III [SSBNs] currently sailing deterrence patrols, including under the Arctic sea-ice.

Katarzyna Zysk says Russia’s big losses of conventional weapons in the Ukraine war could heighten the importance of nuclear weapons even more, including those deployed on submarines.

“Given the weakening of the Russian conventional forces, the role of nuclear weapons in Russian defence and deterrence may get elevated even further.”

Zysk elaborates: “Notably, to date, nuclear deterrence has proved highly effective for Russia in the ongoing confrontation: Putin’s threat of a major escalation to a nuclear level has been among key reasons for the restraint of the West in imposing a military cost and getting directly involved in the war in Ukraine.”

Ahead of the hand-over ceremony of the “Novosibirsk” [Yasen-M class] submarine [in December 2021], President Putin warned that Russia is prepared to take military measures to counter NATO’s unfriendly steps.

“In the event of continuation of the obviously aggressive line of our Western colleagues, we will take adequate retaliatory military-technical measures, and react toughly to unfriendly steps,” the president said in his speech to the Collegium of the Defense Ministry."

US Congressman on AUKUS Sub Construction & Training

Seapower Magazine, of the Navy League of the US, reported in part, March 11, 2022:  

WASHINGTON, D.C. — Navy new submarine construction is on track, members of the Submarine Industrial Base Council were told by federal lawmakers during a visit to Washington.

Virginia-class submarines and the new Columbia class are moving forward, thanks in part to the efforts of the council, said Rep. Joe Courtney (D-Connecticut), chairman of the House Armed Services Committee’s Seapower and Projection Forces subcommittee and co-chair of the Submarine Caucus. [He reported]

“...full funding for two per year for Virginia, and the eye-watering progress with Columbia.”  

Courtney [whose district includes the General Dynamics Electric Boat Shipyard in Groton, Connecticuttalked about the importance of maintaining a high-tempo submarine production rate, possibly going even higher. He mentioned the aspirational goal of three Virginia-class Block V submarines per year, which his committee approved. 

AUKUS Opportunity 

In addition to U.S. submarine programs, Courtney said the Australia-U.S.-U.K nuclear submarine program called AUKUS will also provide opportunities for American companies. By law, sharing nuclear technology with other nations must be approved by Congress, something that was done for the United Kingdom in 1958, and will be required for Australia — Courtney said he’s confident that will happen. 

AUKUS will be a huge program and a boon to Australia’s industrial base, he said. But Courtney, who also chairs the Friends of Australia Caucus, said some of that capability and capacity will need to be provided here in the U.S. 

Australia is an incredible ally. But it isn’t reasonable to expect that a country of 30 million people can do it all by themselves. The spirit is there, but it’s probably a reach that they just can’t get to with their own indigenous workforce,” he said. 

While the technicalities of an agreement with Australia need to be worked out, Courtney said it is his personal opinion that Australian naval officers should already be training at the Nuclear Power School in Charleston, South Carolina. 

“They have good submariners, but they’re obviously familiar with diesel electrics, and they need to start getting people over to South Carolina and connected with the system,” he said. “You can’t just snap your fingers and have nuclear trained submariners.”     

Budget Issues 

Rep. Elaine Luria (D-Virginia), vice chair of the House Armed Services Committee and the Seapower and Projection Forces and Readiness subcommittees...represents the Hampton Roads area, which conducts 25% of the shipbuilding and repair in the United States.    

..Luria also followed up on Courtney’s remarks about the AUKUS nuclear submarine program. 

“It’s a huge opportunity. It’s also a huge risk. If you think about it, it’s a huge message to the Chinese. It’s a message to the Chinese that we are collaborating with Australia — that the U.S., Britain and Australia are cooperating, we’re building nuclear submarines, and we’re going to have this presence in the Pacific.” 

Luria told the industry representatives they will be part of that effort to develop the plan and deliver support to Australia to build those submarines. The risk lies in the size of the project, she said. 

“As you know, there is not the infrastructure, the training or the industrial base within Australia to just start from scratch and build a nuclear submarine program akin to what either we or the British have,” she said.   

China Deterrent 

Rep. Mike Rogers (R-Alabama), the ranking Republican on the House Armed Services Committee, told the attendees about the importance of the Indo-Pacific region and the need for the nation to build a modern, credible deterrence to counter ongoing Chinese aggression [said]...China is rapidly growing and modernizing its navy. 

“Our fleet of 296 ships has already been eclipsed by the Chinese fleet of 350 ships and submarines. China is no longer far off threat; they are a pacing threat,” he said. “China is rapidly modernizing its navy, and building a fleet to project power far beyond the South China Sea. By the end of this decade, China could equal our numbers of ballistic missile submarines and have a substantial fleet of attack submarines.” 

Unfortunately, he said, the Navy’s shipbuilding budget doesn’t come close to meeting the strategic requirements. He agrees with the assessments that the [USN] needs 500 ships, both manned and unmanned vessels. 

“This includes increasing our attack submarine fleet from 49 to 66, and building a ballistic missile fleet of at least 12,” he said. “Our attack submarine fleet will be on the front lines in any conflict that we have with China. 

“We need to expand our industrial base to support three attack submarines per year,”...”

Brisbane Jellyfish: Effective Anti-Nuclear Sub "Weapon"

On March 7, 2022 Australian Prime Minister, Morrison and Defence Minister Dutton (who just happens to be a local Member in Brisbane) announced Brisbane was one of the 3 likely sites for an Australian East Coast nuclear submarine base.

However Ben Smee, for The Guardian, reported, March 11, 2022: 

"...Jellyfish expert Lisa-ann Gershwin, a leading marine biologist, says Brisbane is “close to the absolute worst place” for a nuclear submarine base, due to the conditions in Moreton Bay and the frequent jellyfish blooms. 

In 2006, the US nuclear-powered supercarrier USS Ronald Reagan was forced into an emergency reactor shutdown in Brisbane after it sucked more than 800kg of jellyfish into its condensers, hindering coolant from reaching the main reactors..."

An additional reason not to build a nuclear submarine base at the mouth of the Brisbane River is the mass of debris flowing into the base during that river's frequent floods. Such debris could be sucked up by a nuclear sub's reactor water coolant inlet.

A Nuclear Weapon Triad for Australia

On May 10, 2025, one "BOB" asked :

Whats your thoughts on the Nuclear weapons Conundrum ?

Or the potential of Australia creating a TRIAD of delivery systems?

ie Ground: Silo ICBM, Air: Cruise Missile/Bomb, Naval: Cruise Missile. 

The entire idea of spending huge sums of money on Nuclear submarines with only conventional weapons when the PRC has & Indonesia will eventually surpass Australia Economically/Militarily seems to me atleast insane. 

Whats the point in torpedoing enemy shipping or launching a dozen cruise missiles when the PRC could target fleet base East or West (or other population center) with nuclear weapons that Australia wont know have been launched until they impact?

If you offered to pay my I could have written the response below, much sooner :)

Re a "Nuclear weapons Conundrum". Cunundrum being "a confusing and difficult problem or question." This can be seen in many ways, eg. Nuclear weapons: 

-  are so destructive their use would be unthinkable. So they should not be used in war

-  are a major means of deterrence. But if they need to be used they have failed to deter

-  there is no such thing as a "limited nuclear war" because one or both sides will choose to escalate to more destructive nuclear weapons

-  are never truly "low yield" because they are much more destructive than conventional weapons 

-  legal nuclear weapons powers, the "haves" under the NPT have never accepted the Treaty's central requirement that they fully disarm, and 

-  many other conundrums.

NUCLEAR TRIAD

On Australia building a Nuclear Triad. All the potential delivery platforms now utilise nuclear armed cruise or ballistiuc missiles. The three platforms of the Triad are:

1.  Mobile trucks, trains or fixed ground silos. Australia has a landmass large enough for fixed silos. The necessary central location might be just south of Alice Springs, with the low population and relatively isolated and cheap land. Expect a $2 Billion minimum program cost for each ICBM over its 30 year life.

2.  The second delivery platform is aircraft launching cruise or ballistic missiles or (less likely) free fall bombs. Dedicated bomber aircraft would likely be too expensive. Australia's F-35A fighter-bombers, with inflight refueling, might be appropriate platforms.

3.  Given a submarine's ability to hide it is the preferred choice to launch nuclear missiles in a first strike and particularly a second strike. This second strike suitability make submarines the best nuclear deterrent platform. This is why all of the big five nuclear "haves" (+ India)  are spending untold $Billions to build SSBN fleets and the SSNs to protect them. 

Australia's Collins submarines, or more appropriately future nuclear propelled submarines, could fire nuclear armed Tomahawk cruise missiles horizontally or future cruise horizontally using their torpedo tubes. Particularly if Australia buys US Virginia Block V or future Block VI nuclear subs their vertical launch silos can take at least 6 Polaris 10 metre tall sized future SLBMs. If each SLBM has 3 MIRVsthat means 18 nuclear warheads per future Australian submarine. These future subs would then not be SSNs, but small SSBNs, nicknamed "Baby Boomers". 

Australia, in the Collins subs, already has the US Nuclear Propelled Submarine Combat System known as the AN/BYG-1 which could be updated for nuclear tipped cruise or (less likely) ballistic missiles. This Combat System includes US integrated sensors, databases, and weapons and will be used for Australia's future nuclear propelled submarines. 

If Australia claims a Collins sub may have on board (say) 6 x Tomahawk cruise missiles  for land attack uses, this is a very expensive platform to launch only 6 x 500kg conventional warheads, in total. The process of launching these missiles into the atmosphere may also attract unwanted attention from anti-submarine sensors (eg. satellites with infrared sensors). This may lead to a Collins being rapidly destroyed. Making the warheads "special" (not meaning chemical or biological warheads, but nuclear warheads) alone makes sense. 

If the Tomahawks are seen as anti-ship missiles, this is another issue, with conventional warheads making sense.

Not only the US, but Israel and South Korea, are looking at options for nuclear tipped cruise, hypersonic and small ballistic missiles that might one day be well adapted for Australian use.

It might take Australia years to build usable nuclear weapons, but in a rush we might borrow them, perhaps under AUKUS, from the US. A good model is the arrangement some NATO countries have with the US. As Wiki explains :

"Nuclear sharing is a concept in NATO's policy of nuclear deterrence, which involves member countries, without nuclear weapons of their own in the planning, for the use of nuclear weapons by NATO. In particular, it provides for the armed forces of those countries to be involved in delivering nuclear weapons in the event of their use.

As part of nuclear sharing, the participating countries carry out consultations and make common decisions on nuclear weapons policy, maintain technical equipment (notably nuclear-capable airplanes) required for the use of nuclear weapons and store nuclear weapons on their territory. In case of war, the United States told NATO allies the Non-Proliferation Treaty (NPT) would no longer be controlling."

All of this nuclear discussion is very much about an Australian deterrent against China. However, through such a 2+ decade Australian nuclear process our near northern neighbour, Indonesia, wouldn't lie idle. Indonesia would be looking at its own nuclear propelled, nuclear armed submarine options.
