Bin Laden's imprisonment from 2005

By Peter Coates - posted Friday, 20 December 2013

Why do we trust President Obama's narrative that the US had no idea where Usama bin Laden (UBL) was from the time UBL fled Tora Bora in late 2001 to the time the US "discovered" his whereabouts in late 2010? Specifically was "UBL" (the acronym used by American intelligence) able to hide undetected at the Abbottabad compound from 2005 to 2010? My contention is that from 2005 UBL was not merely hiding at Abbottabad but in most respects a prisoner, behind the high walls of the compound. It is likely that UBL's imprisonment at Abbottabad from 2005 was known to small national security groups on a need-to-know basis in Pakistan, the US and (probably) UK from 2005. This article presents several arguments supporting this contention.

The imprisonment of UBL from 2005 represents a major success for the US and Pakistani intelligence services. However the few in the US who knew about this could not admit that they knew where UBL was from 2005 but chose not to kill or capture him in 2005. Equally the Pakistani leadership and its intelligence officers could not admit to cooperating with US intelligence in imprisoning UBL. UBL was, after all, a popular figure among some segments of the Pakistani population.

The depth of US intelligence coverage of Pakistan means that the US would probably have been aware of UBL's location in Pakistan from 2001. A former head of Indian foreign intelligence (RAW) provided the following information in 2011 "Do you know how many intelligence operatives work for America inside Pakistan? …There are around 3,000 [three thousand] intelligence operatives helping Americans collect information." Added to this human intelligence (HUMINT) coverage is the intensity of US signals intelligence (SIGINT) coverage of Pakistan – revealed in 2013 by Edward Snowden.

It was the job of Pakistani intelligence to know where such an infamous figure as UBL was when he lived in Pakistan. Given close contact between some Pakistani intelligence officers and UBL since the 1980s it is highly likely that Pakistan would continue to keep track of him - especially after 9/11. From 2005 the construction, purpose and maintenance of UBL's unusually large compound within the Abbottabad military suburb-base could not have occurred without the knowledge of Pakistani intelligence - which is staffed by military officers.

So why did UBL's imprisonment occur from late 2005? The late 2005 construction and occupation of the compound is in line with accounts given by UBL's wives, his Abbottabad neighbours and US "before and after" satellite imagery. 2005 marked a mixed al Qaeda-homegrown terrorist bombing of the London transport system on July 7, 2005 (later dubbed "7/7"). British intelligence would have stated loud and clear to the US and Pakistan that Britain was unhappy that UBL was still at large and still effective. 7/7 may have been a (or the) major reason for UBL being finally imprisoned in late 2005.

President Bush's pressing need in 2002 to find UBL, but lack of such a need by 2006, also points to UBL's location being known in 2005. It is significant that in 2002 Bush wanted UBL "dead or alive" but by 2006 Bush was saying capturing UBL is "not a top priority use of American resources." In line with this The Washington Post reported that the CIA paramilitary unit dedicated to capturing UBL was shut down by the Bush Administration in late 2005. The decision to shut down this "Find UBL Unit" was made because, by late 2005, the US knew where UBL was - safely imprisoned in Abbottabad.

But why imprison UBL rather than kill him? An imprisoned UBL made him an increasingly ineffectual leader – thus weakening al Qaeda. UBL also acted as a "stalking horse" permitting the monitoring by US and Pakistani intelligence of those in the al Qaeda leadership structure who remained in contact with him (2005 - 2011). The passage of information gleaned from al Qaeda helped American intelligence to head off all major al Qaeda attacks on Western countries from late 2005.

By late 2010 those in al Qaeda's leadership who were aware of UBL's imprisonment, would have become increasingly suspicious and demoralised the longer he remained immobile in Abbottabad. They would have communicated with him less and relied on him less. Through this process UBL's intelligence value to US and Pakistani intelligence declined as did the need to keep him alive. At the same time President Obama, wished to exploit the political value of "finding" and having UBL executed on Obama's watch. Hence UBL was executed in March 2011.

This article is not meant to be a criticism of the US or Pakistan. In fact if this account is accurate UBL's imprisonment constituted a successful intelligence operation - disrupting al Qaeda for five and a half years (2005 – 2011). Success has also been achieved in muzzling the mainstream media. Major intelligence operations that are successful can be kept secret for decades. Just look at the highly successful World War Two Anglo-American, Ultra SIGINT Operation which was kept officially secret for 29 years. All credit to the Pakistani leaders, Pakistani intelligence, President Obama, US intelligence and even President Bush, for making the six year Abbottabad Operation happen."

Sumer Khan (in centre)

Further Update of 2014 on the Sumer Khan case. India's Sunday Standard, March 2, 2014 reported  http://www.newindianexpress.com/thesundaystandard/Pakistani-Agent-of-Fear-Sends-Chill-Down-Defence-Ministry-Spine/2014/03/02/article2085090.ece :

"[In 2013], Home Ministry official Surendra Sharma [he appears to be also known as Surendra Singh -  see below] working in the Office of Foreigners Division was arrested after Counter-Intelligence unit of Army and the Intelligence Bureau busted the ‘Pokhran ISI spy ring’ in Rajasthan. Sharma was allegedly supplying classified information to ISI operative Sumer Khan. The Home Ministry estimates that security agencies have arrested at least 48 ISI spies including 10 Pakistani agents and 38 Indians in the last three years. Of the 38 Indian moles, 10 were government officials, including two ex-servicemen, three serving personnel and three civilians."

Update on Sumer Khan espionage network from India Today, March 5, 2013 http://indiatoday.intoday.in/story/suspected-isi-agents-interrogated-sent-to-police-remand/1/256608.html :

"Suspected ISI agents interrogated, sent to police remand

Two suspected ISI agents who were nabbed from Barmer and Delhi for passing on vital information to Pakistan were subjected to joint interrogation by the Military Intelligence officials, Intelligence Bureau (IB) and the intelligence wing of the Rajasthan police in Jaipur after they were sent to two days remand by a Jaipur court on Tuesday.

Surendra Singh, a class IV employee of the Union home ministry, was arrested from Delhi on Monday, for his links with the computer-savvy Sumer Khan who was arrested near Pokhran's Chandan firing range in Jaisalmer on February 25 for passing on information on the airbase of the Indian Air.

Recently IAF's mega exercise Iron Fist was carried out in Chandan.

During interrogation Khan, who was allegedly passing on information to Pakistan for the past three years, is believed to have told the investigators that he was getting classified documents from Surendra posted with the foreign desk's dispatch section of the Union home ministry.

The interrogation of Surendra, arrested under Section 8 of the Official Secrets Act, is believed to have been focused on documents he had shared with Khan and others.

Khan was caught after his calls and e-mails to Pakistan were intercepted by intelligence sleuths.

A native of Karmu-ki-Dhani, a hamlet close to the Chandan airbase, he also kept track of army movements in the range and had visited Pakistan in 2011 and 2012. He was trained in identifying vehicles and war planes."

An IntelNews item http://intelnews.org/2013/02/26/01-1204/ alerted me to the following:

Bangladesh's The Daily Star, February 26, 2013 reports (BBC Online written story) http://www.thedailystar.net/newDesign/latest_news.php?nid=45036 :

"India arrests 'spy for Pakistan'"

Indian police say they have arrested a man [Sumer Khan] suspected of passing military secrets to arch-rival Pakistan.

[Sumer Khan] an Indian citizen, was held in the western state of Rajasthan near the two countries' border.

[According to The Times of India http://articles.timesofindia.indiatimes.com/2013-02-26/india/37308994_1_isi-agent-defence-information-police-custody The man is 34-year-old Sumer Khan from Rajasthan's Jaisalmer district arrested for sending strategic information to Pakistan's ISI via emails and mobile calls for the past three years. Sources say that Sumer Khan's uncle lives in Pakistan and was a mediator [go-between] between him and ISI. The man [Sumer Khan?] had allegedly gone to Pakistan at least thrice and had been trained to gather intelligence. The arrest has come just two days after the conclusion of India's biggest air exercise 'Iron Fist' in Jaisalmer.]

Police say [Sumer Khan] passed details of military exercises held last week to [ISI]. India and Pakistan frequently accuse each other of spying. The arrest comes after weeks of tension over the disputed territory of Kashmir.

[Sumer Khan] is accused of "passing information related to Indian defence installations and military activities", senior police officer DS Dinkar told AFP news agency.

One report says his telephone calls to a relative in Pakistan, who it is alleged works for Pakistani intelligence, were intercepted.

The man was arrested by army intelligence at his house in a village near the town of Pokhran on Sunday and is being questioned by security agencies.

He appeared in court in Jaipur on Monday and was remanded in custody, police sources said.

Prime Minister Manmohan Singh and President Pranab Mukherjee both attended the war games, codenamed "Iron Fist", which were held near Pokhran on Friday.

It may or may not be significant that where Khan (a minority Muslim in mainly Hindu India) was arrested is near the site of India’s nuclear tests, including the five simultaneous tests in 1998 http://en.wikipedia.org/wiki/Pokhran-II . Indian military and also its civilian security service (IB) would be most sensitive to the passing of nuclear weapon information to Pakistan. Whether Khan passed such information (nuclear aspects of Indian military exercises?) remains to be seen.

Mumbai 26/11 (2008) Massacre - Lest We Forget

Locations of main massacres of 164 defenceless people in Mumbai. Today is the fifth anniversary.
--------------------

Some of the survivors of the massacre (mainly guests of the Oberoi-Trident and Taj hotels).

This is the fifth anniversary of the 2008 Mumbai attacks or massacre. These were twelve coordinated shooting and bombing attacks across Mumbai by ten Pakistani terrorists from the Lashkar-e-Taiba organisation supported by Pakistani intelligence ISI. During the massacre the terrorists communicated via SAT phones and VoiP to receive advice from their controllers in Pakistan. The attacks, which drew widespread global condemnation, began on 26 November 2008 (hence it is known as "26/11") and lasted until 29 November 2008, killing 164 defenceless people and wounding at least 308. One terrorist The one terrorist captured, Ajmal Kasab, was questioned, tried and executed four years later on 21 November 2012.

Eight of the attacks occurred in South Mumbai (see above map): at Chhatrapati Shivaji [train] Terminus, the Oberoi Trident Hotel the Taj Mahal Palace & Tower Hotel, Leopold Cafe, Cama Hospital (a women and children's hospital), the Nariman House Jewish community centre, the Metro Cinema, and a lane behind the Times of India building and St. Xavier's College.

There was also an explosion at Mazagaon, in Mumbai's port area, and in a taxi at Vile Parle. By the early morning of 28 November, all sites except for the Taj Hotel had been secured by Mumbai Police and security forces. On 29 November, India's National Security Guards (NSG) conducted Operation Black Tornado to flush out the remaining attackers; it resulted in the deaths of the last remaining attackers at the Taj hotel and ending all fighting in the attacks.

Aftermath

Many Indian civilians and many in government wanted India to retaliate through revenge commando raids or airstrikes. However the US prevailed on India to avoid escalating the Mumbai attacks-massacre into another India-Pakistan conflict. The US undertook to track down the guilty in Pakistan or wherever they were. The guilty would be arrested or when that was impossible killed by Predator-Reaper drone strikes. Since 26/11 liaison of Indian security-intelligence agencies with US security-intelligence agencies has increased greatly.
