About subs, military/naval, nuclear weapons & enrichment; political issues. New Aussie subs have been just talk since 2009. The Collins LOTE 2028-2040 might help sub availability temporarily. UUVs help. POTUS 2031 may cancel AUKUS Virginias as USN needs all SSNs to the 2040s. Australian Gov ignoring higher priority US Columbia SSBN production is minimising Virginia production until 2043. 1. From my reading of the available news, it's not "mainly Japanese". It's apparently based on a European design and is about 2500 - 3000 tonnes (https://www.shephardmedia.com/news/imps-news/imdex-2019-first-taiwanese-submarine-be-ready-2026/). A British (?) firm from Gibraltar was a consultant, and German engineers were also involved. US companies were also involved in several areas.
2. Presumably Taiwanese engineers and designers would have learnt by working with the foreign design team, and this is experience for the future. You've got to start somewhere.
3. Perhaps the Taiwanese would have a sufficiently large fleet of 10 (the planned 8 and the existing two Hai Lung class subs) to discourage a blockade of the island by the PLA Navy. Also, the 10 subs (together with the Japanese and US subs) could be enough to block challenge the PLA Navy getting out of the first island chain
