Yes Naval Group has been supplying details to blogs and newsites about Scorpenes being suitable for the Philippines for more than a year, eg. https://www.manilalivewire.com/2019/08/ph-navy-to-finally-acquire-an-attack-submarines-plus-more-warships/
For a customer, like the Philippine Navy, buying a new type of submarine and
especially a customer navy that has never had submarines the purchase of 2 or more submarines
would definitely include "basing, training and maintenance".
If the Philippinese ordered Scorpenes in 2021 much "training and maintenance" would take place in France (from 2026 when the first Scorpene is ready for trials). Philippine submarine naval officers (who likely have 5 years of surface ship experience) and senior maintainers would begin training in France around 2026. There would be wide use of simulators for all types of procedures and emergencies.
South Korea would also remain competitive until/or if it is formally rejected by the Phil Government. China and Russia might still be competitors for the Phil order.
